Mebo people demand white paper on bridge project

Prafulla Kaman

PASIGHAT, Nov 15: Expressing concern over alleged financial irregularities in construction of two bridges on Mebo-Dhola PWD road Kadang and Tatsing, the people of Mebo area in East Siang have raised question over utilization of fund against the bridge projects. The allegation came to the fore after the state’s minister for Finance, Planning and PWD Chowna Mein recently assured for granting “additional fund” for completion of Kadang and Taro Tamak bridges.

Reacting on the minister’s remark, youths leaders of Mebo, including members of block BJP committee have alleged that the implementing agency did not complete the work, despite adequate amount of money was released against the bridge projects. They alleged that lion’s share of the fund meant for bridge construction was allegedly misappropriated by the concern engineers and thus leaving the works incomplete.

The locals said that construction work of the bridge projects were started in 2009 and 2010, but no proportional progress has been noticed so far. They urged the authority to publish white paper on the two bridge projects before releasing the additional fund.

“We hail the minister for announcing additional fund for completion of the bridges, but the authority should ensure transparency in utilization of fund. We demand the state government to stop releasing any additional fund until utilization of fund released earlier is made public”, said Mebo block (lower) BJP secretary Rambilash Pertin. According to information available, the union DoNER ministry granted an amount of Rs 1 crore under Special Plan Assistance (SPA) in 2010-11 for ‘Construction of Steel Truss Bridge over Kadang river on Mebo-Dholla road (Span- 60 meter) with an instruction to the state government to furnish the utilization Certificate (financial & physical) to the Planning Commission by March 31, 2011. It further asked the concern department to ensure utilization of fund and completion of works within September 30, 2011, and there was no provision for extension in scheduled time of completion.

On the other hand, construction of Single Land Bailey Bridge (Span 40 mts) over Tatsing river between Borguly and Seram villages was funded by union ministry of DoNER under Non-Lapsable Central Pool of Resource (NLCPR) in 2009. Information has revealed that the director of DoNER by memo No. DNER/NLP/AP/110/2007 dated 28-03-2009, directed the state’s Secretary (Planning) to convey the administrative and financial approval towards the project. Arunachal has lot to learn from the Kiwis: Kena

NAHARLAGUN, Nov 15: The hilly and agrarian state of Arunachal Pradesh has lot to learn from New Zealand, said state’s Legislative Assembly Deputy Speaker Jomde Kena, who returned from New Zealand recently.

Kena, who was part of Indian delegates representing all states, attended a four-day ‘Australian component of the international executive workshops on ‘good governance’ and on ‘leadership in urban and rural management’ at capital city Auckland in November last, told media persons today.

“New Zealand has adopted high-tech even in farming and their products are sold in western countries like hot cakes that enrich the nation’s coffer. The manpower use is least to avoid human error and achieve perfection”, Kena further pointed out.

Kena had spoken on the systems of governance in Arunachal and while holding discussion with global delegates had deliberated on ‘local government reforms’, ‘local government capacity building & HRD’ and ‘solid waste management’.

The most striking feature of N/Zealand governance is that the government serves as facilitator only without providing any subsidy under any head, unlike India or any state in our country, Kena disclosed.

The island nation located in the south-western Pacific Ocean, some 1,500 km east of Australia, is one of the last lands on earth to be settled by humans. Europeans were the first to made contact in 1642 CE, he informed.

New Zealand has a distinctive biodiversity of both animal and plant life while its varied topography and sharp mountain peaks are similar to that of Arunachal offering unique similarities as Arunachal is one of the 12 biodiversity hotspots in the world, Kena said, adding that Arunachalees could take a cue from the Kiwis as to how they have been living in harmony with the nature and keeping their environment clean and healthy.

The workshop, sponsored by the Institute of Housing and Urban Development Studies of India, was highly learning experience, he said.

After passing through different phases of revolution even remaining a British colony, it became a welfare state since 1930s. The country underwent major economic changes during the 1980s, which transformed it from a protectionist to a liberalised free-trade economy.

Markets for New Zealand's agricultural exports have diversified greatly since the 1970s, with once-dominant exports of wool being overtaken by dairy products, meat, and recently wine.  The country's culture has also been broadened by globalisation while its diverse landscape provides many opportunities for outdoor pursuits and has provided the backdrop for a number of big budget movies.

New Zealand is a member of the Asia-Pacific Economic Cooperation, Commonwealth of Nations, Organization of Economic Co-operation and Development and the United Nations, Kena added.

HDCS flays state Govt for its failure to give justice to media

ITANAGAR, Nov 15: The Himalayan Development & Charitable Society (HDCS) has questioned the sincerity and ability of the State Govt. in arresting the culprits involved in the brutal attack on the Associate Editors of both Echo of Arunachal and The Arunachal Times on November 9 and July 15 respectively.

“It is suspected that there must be some high profile people behind the attacks on media houses in many cases and that is why the attackers are let off freely and enlarged on bail easily”, said HDCS Chairman-cum-Managing Director  and senior journalist Bengia Augung.

Moreover, it’s astonishing as to why civil societies, individuals, NGOs, Pressure groups are becoming “Mute spectator” when their mirror is broken by others? It seems that the fourth Pillar or Fourth Estate of democracy has no rights to exercise their constitutional rights (Foredoom of Speech & Expression) as defined in the Constitution of India in Arunachal Pradesh. Is the State Govt.  too weak to handle such situation or to arrest frequent attackers on media house? he questioned.

“How our civil societies, NGOs, pressure groups can expect free and fair reporting from the media when its wings are “tightened by dao and gun” instead of allowing them to work freely.” The Himalayan Development & Charitable Society has also question the sincerity and dedication of the state police as they allegedly failed to arrest the culprits involved in the series of attacks on media houses in recent days causing fear psychosis in the minds of the media persons of the state.

HDCS appealed to the State Govt. to be vigil against the growing hostility against the media houses. It, however, expressed confidence that the City Police under the able guidance of the present SP would be able to nab the culprits at the earliest.

The Society also condemned the brutal attack on Koloriang CO Gyamar Amte recently by some miscreants and urged the District Administration to arrest all the culprits at the earliest.

Release our pending honorarium

Dear Editor,

Through the columns of your esteemed daily, I would like to request the authorities to release our Economic census duty honorarium (block-wise) as per the guidelines of economic census manual book. Further, I would also like to request the concern authority not to engage us in census duty in near future. Article 27 of Right to Education (RTE) has clearly mentioned that no teacher shall be deployed for non educational purposes other than decennial population census, disaster relief duties and duties relating to election to the local authority or the state legislative or parliamentary as the case may be.  Involvement of teachers in census duty other than the duties mentioned above badly hampers the academic activities of the school going children.

A large number of educated youths are running from pillar to post for  govt jobs. The Govt should find out ways  and means  to provide them employment opportunities. Here,  I would like to suggest the Govt to engage the educated youths in census works.

Yours’

We are neglected

Dear Editor,

18 houses in the village Ozakho were burnt down in an unfortunate incident recently. But this shocking incident did not draw much attention of the Chief Minister, his govt, media, the leaders of apex students union and general pubic. Neither media persons nor AAPSU leaders visited the village which is regrettable.

I appeal the state Govt to provide adequate relief  to fire victims and take appropriate steps so that such incident does nor occur again.

Yours’

Honlem Khangham

No income support to unemployed

More than 70 per cent of workers worldwide have no statutory access to unemployment insurance or any type of unemployment assistance, the International Labour Organization (ILO) has said.

The proportion of unemployed workers without any such income security is even higher (86 per cent) if one includes those who haven’t paid social security contributions long enough to qualify for unemployment benefits, as many unemployment insurance schemes are based on contributions. This means that more than 86 per cent of the almost 40 million people who dropped out of the labour market since 2008 found themselves without a regular income from one day to the other, says ILO social protection expert Florence Bonnet.

Young people are particularly affected. If they become unemployed after a short period of having entered the labour market, then they might not have paid into social security long enough to qualify for unemployment benefits. Only 16 countries provide income support for unemployed young people as first-time jobseekers.

Unemployment social security coverage varies widely between world regions. The proportion of unemployed receiving unemployment benefits can be as high as 80 per cent or more in Western Europe, North America, and Central and Eastern Europe, while it can drop to less than 10 per cent in Africa.

It is less than 40 per cent in Latin America and the Caribbean, and less than 20 per cent in the Middle East and Asia. In fact, these variations reflect the different shares of employees in formal employment as a proportion of the total employment.

According to Bonnet, it was not only in South Korea that unemployment benefits played a key role during the crisis.

In more developed countries, unemployment protection schemes helped most workers and employers adapt to the sudden drop in demand, while helping to secure incomes and maintain consumption.
