Forum seeks Governor’s intervention
ITANAGAR, Nov 15: Banderdewa Circle Intellectual Forum (BCIF) in a representation to the Governor sought his intervention on the sudden decision to shift the Greenfield airport from Karsingsa to Hollongi site.
While referring to earlier representation submitted in favour of its demand, the Forum said “the state Govt is keeping mum over the issue and instead of responding to it, Govt remains adamant on its decision.”
Demanding necessary action against the police officers who allegedly assaulted its member during 3rd phase bandh call, the Forum further said “we are not against any individual but against corruption and sudden decision of state Govt to shift the airport from Karsingsa to Hollongi.” Claiming that Govt employees who had participated in its movement were politically transferred at far flung areas, the Forum also sought intervention of Governor for justice and to ensure freedom of movement and expression.
Govt to set up 1,500 new ITIs in next 5 years
NEW DELHI, Nov 15: Government will set up 1,500 new industrial training institutes and 5,000 skill development centres in the next five years, Labour Minister Mallikarjun Kharge said today.
During XII five year plan, the ministry has a very ambitious scheme of setting up of 1500 new ITIs and 5000 Skill Development Centres in unserviced blocks of the country in PPP mode, Kharge said after inaugurating the 'Skilling India' theme pavilion at the India International Trade Fair here. He said with the setting up of the new centres the government hoped to achieve our target of skilling 100 million persons by 2022.
He said skill development is one of the most important tool for empowering the persons, increasing productivity of the enterprise and competitiveness of the country.
ACFD celebrates its 3rd Advent Christmas

House gutted in fire
ITANAGAR, Nov 15: A house of Goan Buri was reportedly gutted down in a fire at Lora village under Kimin circle in Papum Pare district on Wednesday. All the properties of house owner were destroyed in the fire mishap. Meanwhile All Kimin Kakoi Youth Welfare Association requested the authority to provide immediate relief to the fire victims.
Society calls for fresh interview
ITANAGAR, Nov 15: Tagin Welfare Society Itanagar today demanded constitution of a new selection board and holding of fresh APPBn/IRBn interview in Upper Subansiri district within one month. In a representation submitted to the chief minister, the society claimed that one man committee has also recommended for fresh interview which should be conducted under the supervision of senior IPS officer. However the government is unwilling to do so, it added. Further the society urged the authority to take strong action against the persons involved in wrongdoing in recruitment process.
CoSAAP wants release of DA in cash
ITANAGAR, Nov 15: Confederation of Service Associations of Arunachal Pradesh (CoSAAP) today appealed the state finance minister to release 7 percent Dearness Allowance (DA) in cash with effect from July 1, 2012 instead of depositing it in GPF account. A team of CoSAAP executive members led by its president called on Minister Finance at his official resident requesting him to redress the genuine demands of the association. CoSAAP also expressed its displeasure over the proposal of Finance department to release two months DA in cash and four months DA to be deposited into GPF. Finance minister reportedly gave assurance to look into the matter.

Mebo people demand white paper on bridge project

of two bridges on Mebo-
Reacting on the minister’s remark, youths leaders of Mebo, including members of block BJP committee have alleged that the implementing agency did not complete the work, despite adequate amount of money was released against the bridge projects. They alleged that lion’s share of the fund meant for bridge construction was allegedly misappropriated by the concern engineers and thus leaving the works incomplete.
The locals said that construction work of the bridge projects were started in 2009 and 2010, but no proportional progress has been noticed so far. They urged the authority to publish white paper on the two bridge projects before releasing the additional fund.
“We hail the minister for announcing additional fund for completion of the bridges,
but the authority should ensure transparency in utilization of fund. We demand the

KHONSA, Nov 15: Continuing his crusade against drugs, especially opium, Tirap deputy commissioner Dr. Sachin Shinde exhorted the villagers of Lazu circle to completely shun opium poppy cultivation.
The deputy commissioner, in a meeting at Lazu today, directly interacted with members of 18 SHGs of Noglo, Lonyan, Upper Kolam and Lower Kolam villages of Lazu circle and asked them to act as an agent of change in the society by taking up activities under Agriculture and Horticulture to generate economy.

Orgs demand punishment to attackers
ITANAGAR, Nov 15: Condemnations and demands for stringent punishment to attackers on Koloriang circle officer Gyamar Amte are still pouring in media houses.
Expressing resentment over the frequent physical assault on Govt officers, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) urged the law enforcing authority to arrest the attackers on Gyamar Amte and punish them as per law of the land. It further condemned the attack and termed it as inhumane and barbaric act. Meanwhile, a CoSAAP team met the CO at R K M hospital and enquired about his health.
Meanwhile, Bharatiya Janata Party (BJP) Kurung Kumey district unit condemned the physical assault on newly posted Koloriang circle officer Gyamar Amte by the miscreants on Tuesday. Such inhumane and barbaric attack on an officer, that too in a district where the posted officers express their unwillingness to join, deserved condemnation from every quarter, the BJP unit said. It appealed to the administration to give stringent punishment to the miscreants involved in the attack case.
Condemning the physical assault on newly posted circle Officer Gyamar Amte, All Mengio Students Union today demanded the authority concerned for immediate arrest of culprits involved in the attack. Union also demanded for exemplary punishment to assailants of circle officer to create congenial atmosphere.

ITANAGAR, Nov 15: The Himalayan Development & Charitable Society (HDCS) has questioned the sincerity and ability of the State Govt. in arresting the culprits involved in the brutal attack on the Associate Editors of both Echo of Arunachal and The Arunachal Times on November 9 and July 15 respectively.
“It is suspected that there must be some high profile people behind the attacks on
media houses in many cases and that is why the attackers are let off freely and enlarged

Moreover, it’s astonishing as to why civil societies, individuals, NGOs, Pressure groups are becoming “Mute spectator” when their mirror is broken by others? It seems that the fourth Pillar or Fourth Estate of democracy has no rights to exercise their constitutional rights (Foredoom of Speech & Expression) as defined in the Constitution of India in Arunachal Pradesh. Is the State Govt. too weak to handle such situation or to arrest frequent attackers on media house? he questioned.

SIRD initiates steps as TSI under BRGF
ITANAGAR, Nov 15: SIRD Arunachal Pradesh after being nominated as the Technical Support Institution (TSI) under BRGF has initiated the process of development of Perspective Plan for development grants under the Backward Regions Grant Fund (BRGF) in a participative and transparent manner.
Inaugurating the State Level Workshop for finalization of Input Costs for development of Perspective and Annual Plans under BRGF here today, Director SIRD, Nyabin Ete emphasized on proactive participation from official functionaries for ensuring timely preparation of plan. He informed the delegates that SIRD and department of PR at state level are coordinating with MoPR regarding approval of Plan for sanction of funds under BRGF. He further said that mistakes of past need not be repeated and there was a need for harmonious coordination amongst all concerned from State Level to GP level for achieving maximum benefits from BRGF programme. He assured to extend assistance to the PRIs of Upper Subansiri District from SIRD.
Earlier, Course Director of the programme, Dr. Kirto Loyi from SIRD explained the background regarding involvement of TSI in Upper Subansiri District. He also informed the participants that SIRD shall be providing its best possible inputs despite being engaged at the last moment.
He informed that SIRD shall always strive to spread awareness and adopt a participative and transparent mechanism in the planning process.
Rakesh Srivastava informed that SIRD would be sending the unit costs developed for various schemes to District Administration along with a set of approved guidelines and a dummy plan to District Administration within November, in basis of which all the Gram Panchayats, Anchal Samiti and Zilla Parishad plans are to be made.
The programme is being attended by delegates from Upper Subansiri District comprising of technical officers including APO (Rural Engineering), Extension Officer (Rural Engineering) from various blocks, Agriculture Development Officers, Veterinary Officers.
The workshop is scheduled to conclude on November 17. This workshop is to be followed by intensive planning exercise at Gram Panchayat, Anchal Samiti and Zilla Parishad level at Upper Subansiri District.

Principal of the college Dr. Milorai Modi asked the students to develop the sense of self reliance, self confidence and self sacrifice as life finds fulfillment with these qualities. Earlier he extended a very warm welcome to the distinguished guests and talked about the performance of the students in the university examination wherein a few of the students of the college consistently figure in the top ten list of the university every year. Dr. Modi attributed the credit of this to the learned faculty members of the college and requested them to keep up this spirit.
The inaugural function concluded by the lighting of the Olympic torch and formal declaration of the annual college festival as open by Mithi.
The celebration started a week back with the commencement of various competitions in the field of Games and Sports, Literary, Fine Arts, Cultural, among others.

ITANAGAR, Nov 15: Coinciding with Children’s Day, Ziro Valley School (ZIVAS), Old Ziro celebrated its annual function in its school premise yesterday.

P K Thungon, Dy. Director of Urban Development & Town Planning, Ziro highlighted the activities taken up by his department with special reference to ‘Zero Waste Management (ZWM)’ in Ziro plateau which aims to make Ziro Township clean and green. He appealed people of Ziro plateau to cooperate with the department to bring back the past glory of the area as it was once one of the cleanest and greenest places of Arunachal Pradesh.

Earlier, Khrimey and Thungon distributed prizes to the winners of games & sports and literary competitions respectively while the Nag Raju, vice president, ECI (National Highway Potin to Aalo) distributed prizes to the winners of cultural competition. The students were divided into three houses, namely Red, Yellow and Blue. The Red House bagged the championship while Blue House stood as runner up.
The main attraction of the day was presentation of cultural items by the school children.

We are neglected
Dear Editor,
18 houses in the village Ozakho were burnt down in an unfortunate incident recently. But this shocking incident did not draw much attention of the Chief Minister, his govt, media, the leaders of apex students union and general pubic. Neither media persons nor AAPSU leaders visited the village which is regrettable.
I appeal the state Govt to provide adequate relief to fire victims and take appropriate steps so that such incident does nor occur again.

No income support to unemployed
More than 70 per cent of workers worldwide have no statutory access to unemployment insurance or any type of unemployment assistance, the International Labour Organization (ILO) has said.
The proportion of unemployed workers without any such income security is even higher (86 per cent) if one includes those who haven’t paid social security contributions long enough to qualify for unemployment benefits, as many unemployment insurance schemes are based on contributions. This means that more than 86 per cent of the almost 40 million people who dropped out of the labour market since 2008 found themselves without a regular income from one day to the other, says ILO social protection expert Florence Bonnet.
Young people are particularly affected. If they become unemployed after a short period
of having entered the labour market, then they might not have paid into social security
long enough to qualify for unemployment benefits. Only 16 countries provide income
support for unemployed young people as first-
Unemployment social security coverage varies widely between world regions. The proportion of unemployed receiving unemployment benefits can be as high as 80 per cent or more in Western Europe, North America, and Central and Eastern Europe, while it can drop to less than 10 per cent in Africa.
It is less than 40 per cent in Latin America and the Caribbean, and less than 20 per cent in the Middle East and Asia. In fact, these variations reflect the different shares of employees in formal employment as a proportion of the total employment.
According to Bonnet, it was not only in South Korea that unemployment benefits played a key role during the crisis.
In more developed countries, unemployment protection schemes helped most workers and employers adapt to the sudden drop in demand, while helping to secure incomes and maintain consumption.
